Ken Clarke's plan to free killers, rapists and paedos early will let out the monsters who are most prolific, The Sun can reveal.

More than nine out of 10 serving indeterminate sentences - which the Justice Secretary wants to scrap - are REPEAT offenders, chilling figures show.

Two in five who have more than 10 previous convictions - and a third have 15 or more.

It is often the very reason they were given the open-ended terms in the first place - to protect the public, a horrified MP insisted last night.

Tory Philip Davies said after prising the data out of Mr Clarke's own Justice Ministry: "They have committed the worst possible crimes and have long criminal records. Despite these clear facts, Ken Clarke wants to allow rapists, killers and violent offenders out of jail earlier than would otherwise be the case - even if they are still a risk to the public."

Those given Indeterminate Public Protection sentences - or IPPs - are currently only released when the authorities are satisfied they pose "minimal risk" to the public.

The figures obtained by shocked Mr Davies show that of the 5,659 serving IPPs last year:

KILLERS - along with lags convicted of attempted homicide - accounted for 427.

RAPISTS totalled 709.

PAEDOPHILES and other sex offenders made up 663.

In these three categories a massive 42 per cent boasted more than ten previous convictions - and almost three out of ten had 15 or more.

Last night the Justice Ministry claimed its review of IPPs was looking at replacing them with "a new tough regime of sentences".

A spokesman said: "More criminals would receive life sentences, with mandatory life for the most serious repeat offenders.

"Other serious sexual and violent offenders would spend at least two-thirds of their sentence in prison, rather than being automatically released at the halfway point.

"They would not be released before the end of their sentence unless the Parole Board is satisfied that it is safe to do so."

Critics insist the shake-up WILL see beasts get out of jail earlier than at present.

Furious MP Mr Davies said of Mr Clarke: "He is out of touch and soft on justice."

Kidnap thug Wayne Fox, 23, got an IPP this year for kidnapping and assaulting his girlfriend Tirion Lewis, 19.

She was left in a coma and could have died. The judge said Fox, from Wales, should go to a secure mental unit for at least eight years.

BABY P's cruel mum Tracey Connelly got an indeterminate sentence with a five year minimum tariff after admitting she allowed her son's death.

The judge said she should remain in jail until she is no longer a risk to children.

AN IPP was also given to cabbie rapist John Worboys for a string of horrific attacks in London. He was found guilty of drugging and sexually assaulting 12 women - but cops fear he raped dozens more.

Paedo NURSERY worker Vanessa George got an IPP with a minimum seven-year term for abusing toddlers in her care and swapping sick images with other abusers.

The judge said she was "wicked" and guilty of a massive breach of trust.
